I have a 2024 PHEV and keep ready about the HVAC. What is that??? Some people say they don't want to use it....is using Charge when you are running out of km's in electric? Is it ok to use Charge at high speeds ??? Thanks, from a beginner.

HVAC == Heating, Ventilation and Air Conditioning.

Some folks figure that driving a freezing cold car and saving a few pennies by not running the ICE (Internal Combustion Engine) is a "cool" thing to do

It's ok to use Charge whenever you feel like using it. Whether it's the most efficient or cleanest thing to do is another question. You could have used Save so that you don't get to the point of running out of electric.
