Not charging at public stations - Type 2

I tried 3 different locations and it appears to charge for a split second then stops saying: Charging complete?

Using Type 1 to Type 2 cable.

What year car ?
Does it charge from the petrol engine ?
Does it charge with the 10A "granny " charger ?

Its 2013.
Yes it charges from the petrol engine.
Yes, it charges with the 10A home charger.

I checked the type 1 to type 2 cable per instructions: https://evbitz.uk/Cable_Repair_Service.html
1. continuity L N PE CP
2. resistance between the PP and PE got 677 Ohm
3. microswitch function: PP - PE resistance 150R and 350R
All tests ok.
The cable is Walther branded. Seems of good quality.

Now it charges - maybe because the battery was nearly full and the public charger would not send below 1kW?
