I have a 2019 Outlander PHEV and I live in Minnesota. The first winter, the gas engine came on only when the temperature was 5F or lower. The second winter, it came on whenever the temp was 15F or lower, the third winter it came on when the temp was 25F or lower, the 4th winter, 35F or lower, the 5th winter 45F or lower. I understand it coming on when it's really cold, but the point it comes on shouldn't change. The battery still charges to 22 miles or so. Has anyone else experienced this? Any idea what's causing it?

No certain.

Has your 2019 had a Service Updates in the last few years?

I suspect that could be the reason but it would be be best to ask your Dealership to be certain.

Till you find out all I can suggest is that when tge temperature is not in tge freezing zone, to force start the car in EV Mode, if your battery has any drive range showing.
 
The car always starts in EV mode, then after driving a block or so, the gas engine comes on and stays on for 10 minutes or so. I don't think there has been any service updates, but I always take it back to the dealer for service.
