Way better than winter tires, it's as good as chains, when you want it. When you don't want it, you can use your summer tires or all season tires. AND, you don't even have to stop to switch between the two.

Whether or not you need winter tyres/tires for your PHEV (or any other car for that matter) depends on what the winter weather is like where you live. I'm guessing you don't need winter tyres for large parts of continental Europe and can get away with chains for the odd treck in the Alps. Here in Sweden winter tyres are required by law during the winter. Local car magazines test winter and summer tyres annually and the tests show that winter tyres are superior to summer tyres when temperatures fall below about 5 C. And at lower temperatures there is no such thing as "all season" as they are comprimise tyres.

No its not - because you have to have snow to use chains, otherwise you ruin your tyres. My winter tyres give me improved adhesion in low temps before there is snow AND when it starts, which is likely to be more common for most PHEV drivers than conditions needing chains. A typical urban situation is getting on and off the cleared highway from your parking space/side road etc.
