A lot of the on street electric parking bays in London have no charge for parking while you are charging your vehicle.

Parking is free for EVs anywhere in Westminster - it's awesome...

Same rules as normal parking, just you don't have to pay! So yes, you can for example drive up to Covent Garden, park for 4 hours, move car, park for another 4 hours etc. You do not have to be on a charging post.

I asked via their information chat service and apparently the enforcement staff are equipped with mobile data terminals that can check the vehicle status on the DVLA database. I'm not sure if they can get at foreign registration databases, so our Polish friends may need to be careful if they visit.
