My car came with two cables. One is the regular charger and the other one is a mini plug.
I am not sure if this miniplug is intended to the block heater.
It is a 2024. Any idea about?

Yes the mini plug is for the Block Heater. It is plugged in to a port on the front Bumper area.

This was Mitsubishi's idea to try to "Fix" the problem of car not able to start when the Main Battery Temperature reach -25 or -30'C actual Temperature this happens at is not quite confirmed yet.

Warming up the Engine with a Block Heater will not help start the Car once the Computer shuts down the ability to start the car to the point that even the ICE can be started.

This is the cade for all PHEV Models gor years 2023, 2024 and 2025.

There is currently a Class Action Suite filed against Mitsubishi Motors in Canada and the USA

If where you live, the Tempersture never gets colder than -15'C you will have no problems.

The 2024 is a great car unless you drive it in colder Climates.
