there is a filter in the heater pipe going to the heater look up outlander phev heater hose filter on youtube

When you say "clean up all system" do you mean pumping/circulating citric acid solution through it all for several hours? The electric heater and the heater unit matrix can be blocked. Also the air bleeding procedure after cleaning is best done by someone who knows exactly the correct way to do it (not entirely sure what that is though?). The filter can get blocked and even after the citric acid procedure more gunk can still eventually find its way into the filter.

It's a pity the filter isn't designed in such a way that any blockage is clearly visible and it could also then be easily removed for cleaning - like a fuel filter. If the filter is inspected I don't know if that can cause further problems with air locks in the cooling/heater system. My 2014 GX4h has had the citric acid pumping treatment as my heater stopped working after a coolant change. The heating now works well enough but I wouldn't say it was quite as roasty hot as it used to be. I don't have to turn it down 'cos it's getting too hot very often. Is fine when the vehicle is stationary but not especially impressive when the vehicle is moving.
