I have a 2019 Outlander SE. The car generates an artificial noise, loud when in reverse and less in drive. Has anyone figured out how to turn this off?

I think it is by law:

I've never heard it on my 2014 model, switched on or off, it has a sswitch to the right of the steering wheel which lights up an indication on the dash when it's off.

If AVAS is law now then maybe more recent models don't have the switch.

OP's question wasn't why it exists, it was "Has anyone figured out how to turn this off?". Since it's a legal requirement, there's unlikely to be a software bit you can set that will disable it. Removing the speaker (or simply disconnecting it from whatever is driving it) should accomplish this though. I have not seen any errors listed in the manual that involve speakers not working, so I think you should be able to do this without the computer throwing errors every time you start the car.

On older cars, the box that drives the AVAS noise is behind the glove box (RHD vehicles). Just unplug it if you really need to.
